The General Council is a body of UTAD which, on its own initiative or on a proposal from the Rector, may establish other advisory bodies, defining their composition and responsibilities.
It has twenty-five members:
- thirteen representatives of UTAD professors and researchers;
- four student representatives;
- seven members of recognised merit who do not belong to the University but who have knowledge and experience relevant to it;
- one representative of the non-teaching and non-research staff.
The General Council elects the Rector under the terms established in the Articles of Association and in accordance with the procedure established in the respective regulations.

a) To elect its President, by an absolute majority of its full members, from among the members referred to in Article 34(2)(c);
b) To approve amendments to the Articles of Association, pursuant to article 68(2) to (4) of Law 62/2007, of 10 September;
c) To organise the election procedure and elect the Rector, in accordance with the law, the Articles of Association and the applicable regulations;
d) To appraise the actions of the Rector and the Management Board;
e) To propose initiatives considered necessary for the proper functioning of the University;
f) To carry out all other duties provided for in the law or the Articles of Association.
2 – It is the responsibility of the General Council, on a proposal from the Rector:
a) To approve the medium-term strategic plans and the plan of action for the four-year term of office of the Rector;
b) To approve the general guidelines for the University in the scientific, pedagogical, financial and assets fields;
c) To create, transform or dissolve organisational units;
d) To approve the regulation applicable to the process of election of the Rector;
e) To approve, by an absolute majority of the full members, UTAD’s participation in consortia created at the initiative of its members, in accordance with article 9;
f) To approve the annual activity plans and to evaluate the annual report of the activities of the University;
g) To approve the draft budget;
h) To approve the consolidated annual accounts, accompanied by the opinion of the Statutory Auditor;
i) To set the fees payable by the students;
j) To propose or authorise, as provided by law, the acquisition or disposal of real estate assets of the Institution, as well as credit operations;
l) To appraise and approve, by an absolute majority of full members, the proposed application for UTAD’s transformation into a public higher education institution of a foundational nature;
m) To give an advisory opinion on all other matters submitted to it by the Rector.
3 – The deliberations referred to in paragraphs 2(a) to (c) as well as (f) and (h) shall be preceded by the consideration of an opinion to be drawn up and approved by the external members referred to in Article 34(2)(c). 4 – In all matters within its remit, the General Council may request opinions from other bodies of the University or its organisational units, in particular the advisory bodies. 5 – The deliberations of the General Council are approved by simple majority, except in cases where the law or the Articles of Association require an absolute majority or a more demanding one.
