Associate Professor with Habilitation of the University of Trás-os-Montes and Alto Douro (UTAD).

He holds a degree in Electrical Engineering from UTAD in 1992. He holds a Master degree in Electronic Engineering and Telecommunications from the University of Aveiro in 1996 and a PhD in Electrical Engineering from UTAD in 2002 and had his Habilitation in Informatics at UTAD in 2008.

At UTAD, he was Pro-Rector for Innovation and Information Management from July 2010 to July 2013 and Pro-Rector for Innovation and Technology Transfer from May 2017 to June 2020. He was part of the team that created the Informatics section of the Engineering Department, having been a Coordinator of the Bachelor in Informática, Director of the Master in Informatics and Director of the Doctoral Degree in Informatics.

He has produced more than 200 publications, among chapters of books, journal articles, and conference papers. He is editor of the Universal Access in the Information Society (UAIS) journal, referenced in JCR.

He participated in the organization of several scientific meetings of international and national nature, highlighting the creation of the conference “Software Development for Enhancing Accessibility and Fighting Info-exclusion (DSAI)” in 2006 ( and the conference “International Conference on Technology and Innovation in Learning, Teaching and Education (TECH-EDU)”, in 2018 (

He supervised fifty graduate studies (35 Masters and 15 PhDs) and participated in doctoral and master’s degree juries, as well as in evaluating applications for senior information technology technicians at various Portuguese public institutions.

In the last ten years, he has been part of the research and management teams of 40 scientific and development projects.

He won the 2015 Digital Inclusion and Literacy Award from the ICT and Society Network of the Foundation for Science and Technology. He won the 2008 Microsoft Imagine CUP competition. He also won the Eurocloud Award 2011, in the category of Best-Case Study Example of Cloud Services for Public Sector, and second place with the project White Cane (2010) in the contest Inov@UTAD2010.
