Born in Seixal, district of Setúbal, in November 1954. Degree in Agronomy from the Institute of Agronomy, Technical University of Lisbon. Master and PhD in Vocational and Continuing Education (Extension Education) from the University of Wisconsin-Madison, USA. Full Professor since May 1997.

Has collaborated in other academic institutions, in the country and abroad. Researcher at the Center for Transdisciplinary Development Studies has conducted research in the areas of Extension Education and Rural Development, with emphasis on the following themes: Extension, Training and Development; Farming Systems; Alternative Activities and Job Creation in Rural Areas; Local Products and Geographical Indications; Alternative Food Systems; Local Development Organizations and Agents; Qualification of Third Sector Organizations.
Has held several positions of university management, including: Chair of the Department of Economics, Sociology and Management; responsible for the Teaching and Learning Resource Center; Board Member of the Center for Integrated Teacher Education; Pro-Rector for Extension and Documentation; President of the Scientific Area of Humanities and Social Sciences; member of the Standing Committee of the Scientific Council; member of the University Assembly and Senate; and Vice-President of the Scientific Council of the School of Humanities and Social Sciences.

Has authored or co-authored over a hundred scientific publications, mostly at the international level. Integrates the Editorial Board of several international journals, including the Spanish Journal of Rural Development, Perspectivas Rurales, Fluxo, Journal of Agricultural Education and Extension, Journal of Extension Systems, and International Journal of Agricultural Extension and Development.
Member of the Executive Committee of the European Research Group on Localized Food Systems. Was President of the Board of the Cultural Circle Miguel Torga and board member of the Portuguese Association for Local Development, Advisory Board of the Portuguese Association of Agricultural Economics and board member of the Portuguese Society for Rural Studies. Chaired the Board of Directors of the Douro Museum Foundation.
